Who can apply for the CosyDevon Scheme?

CosyDevon is aimed at ALL homeowners and private tenants in Devon, regardless of income.  Everyone is eligible for a substantial discount on loft and cavity wall insulation regardless of income and some may even qualify to have it installed for free!
